{from MSN} Homeowners buying and selling older properties face a new penalty under Britain’s net zero drive.
Major lender Halifax will use energy performance certificates (EPC) when calculating mortgage loans from Tuesday – sparking fears of a “two-tier market”.
A property’s energy efficiency is rated with an EPC, ranging from A to G, with A being the most efficient. Customers with a high EPC rating, such as A or B, are assumed to have lower energy costs, and therefore may see a small increase in the maximum loan available.
Meanwhile, those buying a property with a low rating, such as F or G, may see a decrease in the available loan, according to Halifax.
It means buyers of older, badly insulated homes could see their house price drop if borrowers cannot get a big enough mortgage.
EPCs have been criticised as “inaccurate” by consumer lobby group Which?, and former housing secretary, Michael Gove, said there were “weakenesses” in the ratings system that drove “perverse outcomes”.
It also comes amid a drive towards net zero by the Government, which made clean energy by 2030 one of its five missions.
Ed Miliband has reintroduced green targets for property investors, who will be forced to upgrade their buildings to a minimum C rating by 2030.
The energy secretary has been criticised for the move after Hamptons revealed that it will take landlords 18 years to comply with the changes. There will be no change to the loan available for properties with a C, D or E rating or where the EPC is unknown.
The move has sparked fears that buyers and sellers of older properties will be unfairly penalised.

What is an EPC (Energy Performance Certificate)
An EPC indicates the heat retention efficiency of the property and gives an idea therefore of the cost to heat, but more importantly if you are selling, the rating (the higher the better) can increase the value of the property up to 6% higher between F to E, E to D etc and higher again between D to C, C to B. This can be a considerable extra amount added to the return on your investment, e.g. £150,000 x 6% = £159,000 or higher £150,000 x 8% = £162,000
